Commander-in-Chief was apparently a title given to the overall commander of a military unit in the Terran Defence Authority.
A commander-in-chief was in charge of the First Battle Group during the Laguna wars, but was apparently killed or incapacitated during the First Battle off Laguna 9 and replaced by his two marshals, Keyes and Fodor.
